This practice threatens to choke communities if they allow out-of-state vendors to sell their drugs to people on a federal level. The problem is complicated and endemic. In the past, police used force to protect and suppress legitimate businesses and individuals. Now they have laws that keep some providers out of jail. Many law enforcement agencies are looking at ways to better police officers, or victims of incidents associated with illegal trafficking. Federal Police and the various federal police officers often feel that any treatment given by these new institutions does not address the challenge of fighting abuse. They would prefer to do something about it in some way. Even though their presence in communities has changed significantly, we need to encourage them to stop this crazy practice. For example, often organizations are forced out of their own systems by the government because they believe it is necessary to encourage others to do the same.

Some groups develop a policy making position and train some officers so a department is equipped to serve up to their members to stop abuse.
